Implementation
of
Programs
and Projects
As of February 2001, the Blue Sky Institute
(BSI) is engaged in the implementation of The Old Time Songsters and
Showmanship Music Program. Starting January 23rd 2001, the project
began teaching the students enrolled in Music class at the Turnabout Program
School. There are two groups of students, grades 7-12 that are
participating in this first time implementation of this BSI Program. The
schedule for the School component of the Turnabout Program allows for only two
class sessions per week of one hour per class for these two groups of students.

The
staff for providing the instruction and support involved in teaching this
course consists of Deanna Taylor and Thomas King. Mr. King provides back up
music while the students sing, along with providing assistance and support of
the Teacher. Ms. Taylor is the Utah State Licensed Music Teacher, and designs
the curriculum for the course. Ms. Taylor is receiving a wage from the
Turnabout Program and Mr. King is providing his time as an in-kind contribution
to Blue Sky Institutes program.
Funding
is currently being accepted in the form of contributions from anyone interested
in helping to support this program, or the Blue Sky Institute and it's purpose.
At this time, the administrative fee for Registration with the State Division
of Consumer Protection has not become available, and therefore, in accordance
with Utah Codes, we are NOT requesting any contributions to this program, but
will provide receipts for any unsolicited contributions anyone may choose to
make. It is very likely, in the opinion of the writer and others, that such
contributions might be tax deductible under IRS Code 501(c)(3), the criteria of
which are met by BSI. Such
"Recognition of Exempt Status" by the IRS as would ensure
deductibility remains to be applied for, and just recently we have had a
sufficiency of unsolicited contributions to allow us to make the $500.00 user
fee payment that must accompany the form " 1023 Application for
Recognition of Exemption Under Section 501(c)(3) of the Internal Revenue Code
" together with the appropriate
Form 8718 User Fee for
Exempt Organization Determination Letter Request . The management of BSI has every reason
to expect that the IRS will recognize the Exemption of BSI under Section
501(c)(3) after they review the information contained in the required forms and
receive the user fee. We plan to submit these forms and fees to the IRS no later
than February 15th of 2001, since the amount of required information is quite
large and detailed and will take several hours of work per session for several
sessions. All document preparation work is being done in the form of In-kind
service, to wit: voluntarily.
To
date the only costs that need to be provided for by use of contributed resource
are the administrative costs of Incorporation and gaining "Recognition of
Exemption" from the IRS, along with the purchase of 20 copies of the book How
to Develop Self Confidence and Influence People thru Public Speaking by
Dale Carnegie as a source for support and useful ways to develop publicly
presented informational pieces about the various folk songs. We would like to
obtain enough resource to provide each of the students participating in the
performances for local Senior Citizen populations an Honorarium of Five Dollars
per performance per student performing. This would amount to a requirement for
up to $300 to pay such Honorariums to 15 students (we have 17 at present) for 4
performances. What actually is done and accomplished is not determined, since
we must rely on unsolicited contributions at this point in time. The only
certainty is that the concept is getting a chance to demonstrate its own
viability. As an involved party, I have very high expectations that a very
satisfactory proving of the intrinsic value of the basic Program Overview concept.

lyrics of the folk songs that the students in these classes are learning are

viewing. As we develop the public speaking pieces that the students will take
turns presenting, we will make these available for viewing also. The students
will be interactively involved in the selection of materials and the writing of
these presentations along with the Teacher and Assistant/Back-up Musician.
